Structure of the project

The project has lasts 36 months and will use the structure as depicted in the figure below.



The project is divided in 4 main elements, structured as follows;

Month 1-4: Inception and reflection (WP2)
The inception Workstream consists of one Work Package (WP2). In this WP all WP leaders, together the Steering committee of the project, participate. Here, taking into account the strong interaction with stakeholders in WP9, the project team refines the work plan and particularly the focal points to be dealt with in WP3-6. The WP will further be used as continuous reflection on the approach and progress of other WPs.

Month 4-22: Method refining, testing and inventories (WP3-6)
This Workstream is the core of the project, and will refine and test the accounting approaches proposed for inclusion in SEEA 2012 as far as the four priority areas of the call concerns. Here, each WP tackles one of the four areas mentioned above (water, waste/materials, forestry, Kyoto issues). The WPs usually have some partners from the scientific community engaged, but in all cases also an NSI active in the London group as main partner or –leader. For each area, the proposed SEEA 2012 method will be where necessary elaborated, and tested by amongst others performing practical inventories. Key focal elements of each WP are

  • WP3 (Water accounts):
    • Elaborating, refining and testing accounting principles for water as suggested in SEEAW and SEEA 2012 (physical water supply- and use tables; integration of spatial and temporal aspects; providing a data set for WP7);
    • Assessing the feasibility and elaboration of valuation concepts (stock accounts, direct use and indirect use, as well as economic valuation) and accounting for water quality (physical, chemical and thermal pollution), and testing these advanced methods for one country (Netherlands)
  • WP4 (Waste and material flow accounts)
    • Harmonization of terminology and classification of waste and waste products with economic/environmental accounts, including MFA accounts;Compilation of standardized waste tables
    • Integration of waste and MFA accounts (including providing a data set for WP7);
  • WP5 (Forestry accounts)
    • Testing the suggested London Group reporting standard for reporting in practical data gathering. Analysing how the available data can give harmonised statistics on an international level.
    • Providing guidance to the statistical organisations on how to obtain and treat the underlying data. Providing guidance on how to report and use data which are relevant for developing forest management strategies and steering forest related policies.
  • WP6 (Climate change issues)
    • Improving the relation between energy accounts, related UNFCCC emission inventories, and environmental/economic accounting systems, most notably allocation to industry sectors (for instance with regard to transport). This work will providing a data set for use in WP7
    • Land use cover change: analysing how Land use cover change reporting under the Kyoto protocol can be related to standard environmental/economic accounts, particularly allocation to sectors. Where possible doing the allocation and expanding the data set to non Annex 1 countries.
    • Emission allowances and –trading accounts: developing and applying methods suggested in the London Group to include emissions trading data and –allowances into EE accounts and testing this approach for Europe.
    • Other economic response methods: analysing how environmental taxes and subsidies, the environmental goods and services sector, and adaptation and mitigation costs can be incorporated in EE accounts and doing data inventory tests for a few countries.

Month 22-36: Integration and case studies (WP7, 8)
Various partners in the project have developed the EXIOPOL database, probably the most extensive harmonized economic-environmental database globally that follows the principles of SNA 1993 and SEEA 2003 and is based on the ISIC/NACE industry and CPA product classification. Other partners have developed the FOREWAST database, that provides for the EU an economic Supply and Use system (SUT) with physical waste and material accounts. We propose to integrate data from WP3-6 into the EXIOPOL database (where possible combining this with data from FOREWAST), so that a further extended integrated economic-environmental accounting database is produced, and doing various case studies that demonstrates the power of such accounting methods to policy making  In short, the WPs in this Workstream will focus on

  • WP7: Updating the EXIOBASE database to the most recent base year possible, but at least 2005, and integrating data gathered in WP3-6 into it as far as relevant, and where easily feasible (and not yet covered by WP3) inclusion of waste and material flow data from FORWAST
  • WP8: Executing policy case studies that make a compelling case of the added value of integrated economic and environmental accounts for policy making in the areas of water, waste and MFA, forestry and Kyoto issues.

Management and external integration (WP1, 9)
Obviously, the project needs a management WP. Apart from the direct engagement of NSIs in the project, however, we also need a broader engagement of NSIs part of the London group. The WP External integration will provide this in the form of workshops and invited engagement of NSI representatives during various project events. We further set up a Platform on Economic and Environmental accounting to engage a broader set of stakeholders, preferably with formal (e.g. OECD/UNEP) backing. Meetings will be organised where possible back to back with planned events, such as project team meetings of the project or London group meetings.
